The California Legislature believes that the individuals who are most affected by the operation of the school should have a major role in the decisions regarding how a school functions.  The legislative intent is that education should be a joint effort of parents, teachers, administrators, and other shcool staff - those whose common goal is the success of all students, as well as having the most direct and on-going contact with those students.

La Legislatura de California cree que los individuos más afectados por la operación de la escuela deberían tener un papel muy importante en las decisiones respecto al funcionamiento de una escuela.  La intención legislativa es que la educación debe ser un esfuerzo conjunto de padres, maestros, administradores, y otro personal escolar - aquellos cuya meta en común es el éxito de todos los estudiantes, como también tener el contacto más directo y continuo con esos estudiantes.
